The Ontario Entrepreneur stream functions on an Expression of Interest (EOI) system, where eligible candidates can register a profile and submit an EOI through the OINP e-Filing Portal. After submission, candidates are scored and ranked using the Ontario Entrepreneur Ranking system, with the highest-ranking individuals receiving invitations to apply for the stream.
Invited candidates have 90 days to provide all necessary information, including a business plan and a review of personal net worth conducted by a qualified third party. The application fee is $3,500 CAD per applicant, and successful candidates proceed to a mandatory in-person interview at the OINP offices in Ontario, with travel expenses at the applicant’s cost.
Upon approval, applicants sign a Performance Agreement with the OINP, receiving a work permit support letter for authorization to work in Canada while establishing their business. These work permits are LMIA-exempt. After arriving in Canada, applicants have up to 20 months to implement their business plan, submitting a final report to OINP between 18 to 20 months, which serves as a nomination request.
With an official provincial nomination, applicants can apply for Canadian permanent residence through a paper-based application, generally processed within 18 months. The program requires no job offer, a language proficiency of CLB 4 in English, no minimum education level, and at least 24 months of business management experience in the last 60 months. The investment requirement includes $200,000 CAD and a personal net worth of $400,000 CAD.
To qualify for the Ontario Entrepreneur stream, candidates must demonstrate interest, ability, and financial resources to actively manage an Ontario business, emphasizing substantial business management experience and a significant financial net worth.
The Ontario Entrepreneur stream requires applicants to submit a detailed business plan that aims to create a minimum of two permanent full-time jobs for Canadian citizens or permanent residents. During the business establishment phase, applicants are required to reside in Ontario for at least 75% of the time. The option to apply with a business partner is available, but both partners must meet all minimum requirements, and only one partner is allowed in the application.
